There are three main types of types of vehicles that "fly" over water.

The first one is a hydrofoil that rides on foils that go down into the water and lift the vehicle clear of the water, reducing drag. While these do not actually lose contact with water, they seem to fly over it.

The second one is the hovercraft that floats on a bubble of air produced between its skirt and the surface of the water. It actually is not in contact with the water while underway, but sits on the inflated skirt when it is not.

The third one is the Ekranoplans, or "Wing-in-Ground" (WIG) vehicles, also known as ground effect vehicles. These were developed by the USSR during the Cold War and were very large winged aircraft that would fly just above the surface of the water at speeds in excess of 200 mph.
