Cleopatra, although a greedy and ambitious person, did try and succeeded to an extent, to make her country a major power. Despite poor Nile floods and a famine in the early part of her reign, she managed to pay off the massive debt her father incured in order to keep his throne. She expanded Egypt's territory through her alliance with Marc Antony, and had enough children to secure the Ptolomic dynasty. (Or so she thought)
