This is a more complicated question than you would think.

  • The South had a policy of inflationary currency, this means that things cost much much more in the south than the north. TO the point that currency was used as wall paper because it was cheaper.
  • The south did not have as large an industrial base as the North and that made things much more expensive to build.
  • Much of the war Material had to be imported by the South, again very expensive.

In the end while the South probably spent more money, but the North built more war supplies by far and equipped more troops.

So what it comes down to: what does your teacher want to hear? The North was able to produce and deploy significantly more material and troops and that is what made the difference in the war.
