An EBT (electronic benefits transfer) card may be used for fuel purchases depending on (1) what kind of EBT card it is (e.g., food only, unemployment benefits, etc.), (2) the state from which it is issued (e.g., some states limit usage at particular retail establishments) and (3) what network the card is issued on (e.g., Visa, MasterCard, Quest, etc.).
