Why do chickens have scales?

Birds wings are highly modified hands with the bones of the digits fused together. Chickens typically have a tiny claw on what would be digit II of a hand. Birds evolved from small theropod dinosaurs which had clawed hands. Many birds have claws on their wings, but they are hidden under their feathers. The ostrich has functional claws on digits I and II.
