Where and how do you change cigarette lighter fuse on corolla 2003?

If simialar to the Matrix, it is under the dash just in front of where the driver's left knee would be. Have to get on your back to access it. Has a removable black cover which shows which fuse is which. Use the fuse removal tool found in the other fuse box under the hood next to driver's fender.
