Transitory is the condition of being between two states.

e.g., when an electron is dropping from one atomic shell energy to another one, it is in transit and in this condition, emits its characteristic light.

One could have a transitory position between a change of (legal) laws perhaps.

A transitory provision could be a provision covering a the period of transit.
