Nothing would happen as a direct consequence from having no Bill of Rights. The Commonwealth of Australia has no Bill of Rights and is constantly regarded as a free and democratic country, so having no Bill of rights doesn't mean the country would collapse it just means that unelected Judges cannot stop or block laws that may infringe on a minorities rights, and places the onus on the elected politicians to take into account the interests of the nation and balance it with protecting human rights to an extent.
