What were the important provisions of the compromise of 1850 and how did they affect the US prior to the Civil War?

Both sides had to make a major concession.

The South agreed to admit California as free soil. (It was too big to fit the terms of the Missouri Compromise).

The North agreed to employ official slave-catchers to hunt down runaways. This new law backfired badly, causing much sympathy for fugitive slaves.
