What is the difference between incident and emergency?

An incident refers to any unplanned event that disrupts normal operations, which may or may not pose a threat to safety or health. An emergency, on the other hand, is a specific type of incident that poses an immediate risk, requiring urgent action to prevent harm or mitigate danger. Essentially, while all emergencies are incidents, not all incidents qualify as emergencies.
