Can a 12 yr old date a 14 yr old?

date? yes. However sexual stuff.... well that's a state by state thing in the USA most states don't allow 12 year olds to have legal sex, but some states have a Romeo & Juliet laws that allow kids that are 2-3 years apart to have sex legal I'm fairly sure that those laws have a cut off of 13 in most cases though some have a cut off of 12 I think.
