How to fix 1996 Dodge Neon error codes 37-Torque converter clutch- and 42 -Fuel pump relay control etc- or is there any way to clear them to pass inspection in NY?

first off I'm not sure about 42 but for 37 is a torque converter solinod that is bad. It is located inside the tranny underneath the vavle body.
