Is it legal for a detective to ask questions to a minor at the age of 13 in the State of Oregon in an investigation process that might incriminate that child without written consent of the parent?

Yes because the kid would have to be checked out by the police not a detective and the parent would have to agree unless the kid has already been convicted in with case it is not illegal
