Why is the value on gift cards decreasing on iTunes when you don't buy anything?

Make sure someone isn't using your Apple ID on another Apple device. They would be able to use your gift cards and download things to their device.

If this isn't the case then you should contact Apple as they shouldn't decrease if they aren't being spent.
