No, but a Scout may be removed by the Scoutmaster, the Committee Chair and the Chartered Organization Representative.
There are multiple reasons why a Scout may be removed such as violations of the law, assault on other Scouts, repeated refusal to work within the Troop's guidelines, and in the United States, Atheism or homosexuality.
