What is the difference in directives 7-11 and 7-12?

In the fictional work, The Andromeda Strain, "Directive 7-12" prescribes the dropping of a nuclear weapon on an area infected by a contagion. Directive 7-11 is an alternative that does not involve use of the nuclear option (presumably relying on conventional quarantine).
