If A guest does not have money to pay his bill?

Hotels everywhere require ID and a deposit in general - if you cant pay, they have options including turning it over to a collection agent, or if the amount is very high - police can be involved, as it may categorized as larceny in some jurisdictions. Some states/countries allow a hotel to legally hold any room contents until the guest pays their bill.
