Do female babies have fully developed uterus?

Female babies are born with a uterus, but it is not fully developed in the sense that it has not yet matured or undergone the hormonal changes associated with puberty. At birth, the uterus is small and immature, and it will grow and develop further during childhood and adolescence as a result of hormonal changes. By the time a girl reaches puberty, her uterus will be fully developed and capable of supporting potential pregnancy.
