Why were cleopatra and mark Antony so powerful together?

Cleopatra and Mark Antony were not actually very powerful either together or apart. However together they had Egypt's wealth with which Antony could raise and pay for an army. But even Antony's charisma and Cleo's money could not hold together their allied forces.
