Solution of improper disposal of garbage?

Well if its food waste , or lawn waste of the herbal breed , make a composter.

get a 55 gallon plastic container , i.e barrel or trash can atleast 39 gallons , found ant a store that ends in MART for about 7 $ drill several holes in it 3/4 of the way up , but not lid, and...... YA have a composter , your garden will love ya the next season, happy planting, just mix with dirt , a lil cow poo will do too, but only when its ready to go in the ground (=..........1/4 compost 1/8 cow poo , the rest dirt...Also for tomato people on each plant every other week give it 1/4 cup of milk , see what happens , ole tomatoes just love milk i dunno why , Jason romero..........
