Who is the Norse god of justice?

There are two Norse gods associated with justice.

Forseti is the son of Baldur and Nanna, and is a great judge. He can reconcile all arguing people.

In modern times Tyr, the God of War, has been associated with justice, but there aren't sources that support that.
