Colleges (and universities) give bachelor's degrees, after four years of study (or sometimes more, if taking fewer classes per term). After a bachelor's degree comes four years of medical school. After medical school comes four years of residency training in the field of psychiatry (usually in a hospital-based system, either affiliated with a university or not).
However, almost all colleges give psychology classes (just not psychiatry classes - since those would come much later - after both college and medical school).
