Locke thought rulers could stay in power if they had the consent of those they governed. If the ruler was a tyrant, then the people had the right to rebel and set up a new government or appoint a new ruler.

Hobbes thought rulers should have absolute power. If people entered into such a contract, the people could not rebel, even if the ruler was a tyrant.
