The answer is probably a bit more complicated than you are hoping for. All other factors held even, the faster the clock rate (speed at which computer can execute instructions), the faster the computer. For most modern desktops and laptops, CPU clock rates are measured in GHz, so a CPU with a GHz of 1.2 will be faster than a CPU with a GHz of 1.1

However, it is really important to note that clock rate is not the only thing that contributes to how fast a CPU will be able to work and as a result the overall computer. The amount of available memory, both on the CPU, and main system memory play a key role as well. The most time consuming part of desktop computing is generally moving data between the hard drive and main memory, and then between main memory and memory on the processor.

A 1.1 GHz processor would out perform a 1.2 GHz processor in general usage if it had more onboard memory, as it would spend less of its time waiting for data to be loaded into memory and more time doing work.
