Often hospitals have a group called an Ethics Committee. If the healthcare workers taking care of a patient think that the family's reluctance to take the patient off life support is harming the patient or causing the patient to suffer, they can submit a claim to the ethics committee. The committee then decides whether or not to intervene. Not all hospitals have ethics committees, and there aren't many circumstances where one is needed.
