My horses birthing bag is hanging out and she's pregnant and she is pushing but it seems like she cant get the foal out this has been going on for 6 hours?

I would get the vet birth is normally a rapid process and over before you know it.You could loose mare and foal if not carefull. The mare will get tired and then unable to give birth.There is a danger the foal is at a strange angle and stuck. If the foal gets starved of oxygen it could become brain damaged so good luck act now and I hope all is well.
