What does tiered mean?

Top tier represents a level of achievement or stature that exceeds most competitors and would equate to the penultimate stratification, such as top quartile or greater than 2 standard deviations beyond the mean. It may have subjective and regional significance, but most evaluators would agree that superior group that outperforms 95% of all others in a given discipline has reached top tier status.
