The rules and regulations for the implementation of Republic Act 9502 otherwise known as the "Universally Accessible Cheaper and Quality Medicines Act of 2008" were jointly promulgated by the Department of Health (DOH), the Department of Trade and Industry (DTI), the Intellectual Property Office (IPO) and the Bureau of Food and Drugs (BFAD). These agencies are headed by Secretary Francisco T. Duque III of the DOH, Secretary Peter B. Favila of DTI, Director General Adrian S. Cristobal, Jr. of IPO, and Director Leticia Barbara B. Gutierrez of the BFAD.
