Yes - you can - but it depends on how much second-hand smoke you inhaled and what they are testing for; if they are not testing for what the people are smoking then it doesn't matter on the test.

If you are talking pot, then the THC will be stored in your fat cells and only gradually cleared from the body. Because the THC is not water soluble, drinking lots of water really won't speed up getting it out of your system.
