Who was Simon Stevins?

Simon Stevens is often credited with inventing decimals. He shared his theory of decimals and integers.

It isn't really accurate to say he invented decimals though. Decimals were in use prior to Stevens. He really popularized their use by presenting them in a straightforward, easy to comprehend way and showing their usefulness and applicability to engineering problems.
