No. That would be a description of anarchy or chaos. In a democracy all people should have some meaningful way of participating in the Big Questions that come before it. But once things are decided and become law, those laws apply, or should apply, to everyone. Some laws may not impact the lives of certain groups as much as others, but the law should apply nonetheless.
