In 1944 the Roosevelt administration set up the War Refugee Board (WRB).
It was given an annual budget of exactly US$ 1 million. Even allowing for inflation, that was very little indeed. However, various charities and individuals provided extra money.
The role of the WRB was mainly to set up 'safe havens' for Jews, where that was practical - for example, later in the war in Budapest and some other places.
