When Jack first arrives on the island with the other boys, he's immediately entranced by hunting the pigs. His first attempt was unsuccessful, the root of his original obsession with hunting - he wanted redemption. Since the very beginning, the littluns were afraid of a "snaky" (note Ralph's serpent belt buckle in the first chapter). The beast - the embodiment of pure evil is found in ourselves, for the evil of human nature is far too evil for an island. The best, therefore, is the reason for Jack wanting to gain power by hunting. He hunts and gives "offerings" to the beast (the sow's head, and in the end, when Jack and his hunters go to kill Ralph, Roger sharpened a stick at two ends, just as he did for the sow, showing that they're next offering was him.
