Yes but No at the same time.
Chemical Engineering starts of with a few basic science and engineering courses which help with your general understanding of chemistry. They follow this up with a large amount of thermodynamics, physics and mathematics. From here it moves to process'es and understanding of industrial production of chemicals and products.
In a nutshell its a intellectually stimulating course and requires significant work commitment but it isn't impossible for even a average student to pass.
If you like problem solving and like chemistry, physics or mathematics, then you should consider studying it.
