The only way is chipping and grinding, either way you usually will not end up with a smooth surface. I would chisel away the mortar the best I could then use a chemical
that allows new concrete to stick to old. I would use cement and skim coat the surface
so there is a new surface. Almost like a stucco mix, because you don't want a really smooth painted surface or you will have people slipping down on the concrete getting hurt. Or use an epoxy concrete paint and add sand for traction.
