I'm assuming you mean like photo-manipulation. Photo-manipulation is pretty much the same thing as putting two different pictures into one whole one. If you mean putting them side by side then what you need to do is open them both in
Photoshop and measure them both out and then open a new document with both the sizes included. example(1): Open a 100x100 pixel-inch image and a 420X360 pixel-inch. If you want the two to be exactly identical then you will need to use the crop tool on the larger image to scale it down. Select what you want with the crop tool and then scale it down by hitting the ENTER key. (it's actually one of my favorite tools) then when you have it down to a decent size (or if you decided not to scale down) open your new file with the size of the two added in. 420x460 (since the height really won't matter in this case. Just go with the larger height. Width is what you want to worry about). then what you do is cut and paste the two items into your new picture. As for photo-manipulation, I'm not an expert on that.
