When is it okay to make a baby?

It is ok any time after a firl starts her period and as soon as you want to. I have a 15 year old sister who is pregnant and she feels she has made the right decision yet my 17 year old friend has got a 2month old baby and feels she made the wrong decision. So it is ok when you want to and only if you want to!
