What is the purpose of a power control module in a vehicle?

The PCM is the brains of the drivetrain. it tells the transmission when to shift, the spark plugs when to spark, how much fuel to inject, among many many other functions. if it has to do with making your wheels turn and is controlled by computer, the PCM does it. and in modern cars, pretty much everything is controlled by the computer.
