Can a father be a mother?

No. With some advances in genetic technology it might become possible, though it's not clear why anyone would want to do this; there's a high likelihood of birth defects due to the fact that any recessive genetic disorders would have a 25% chance of manifesting in the child (that's 25% for each one; it's practically certain that several of them would happen).
