Is Goldilocks and the Three Bears a Brothers Grimm fairy tale?

The story was told by Word of mouth for centuries, and there have been records of a handmade book by a lady named Eleanor Mure. It's most popular published form was from Robert Southey, however this version had an old lady as the main character, not the iconic blond-haired girl. It wasn't until much later that the little girl was introduced as the protagonist of the story.
