What city is bigger than its capital?

I know that city that is cuttack in orissa which covers 101,99 Sq.km.and the capital of orrisa,i.e. Bhubaneswar covers only 100,87 sq.km. but the government said that bhubaneswar will be the capital of orissa because cuttack does not have good culture
