Latins is the name of the people immediately surrounding the city of Rome. As Rome expanded they took in many more ethnic groups in Italy alone, not counting the foreign groups such as the Gauls, Spanish, Germanic tribes, and African people. Due to this multi-ethnic mix, and for the sake of clarity, they were all considered Romans.
