Who does the political party belong to?

No one owns a political party. There are laws regulating groups of individuals who form a political party, and solicit contributions to finance their objectives. We generally think of just Republicans and Democrat Parties, but there are many more political parties or organizations. These parties have an organization similar to a non-profit corporation and may or may not have paid employees. More information can be found in Wikipedia under political parties.
