Why has the filming for Twilight's sequel New Moon been switched to Vancouver BC instead of Oregon?

It is a well known fact that it is less expensive to film in Canada then the US. It is also well known that film crews from Toronto& Vancouver are the best in the world. It use to be Hollywood where the movies are made, now Canada is the best place in the world to make movies.
