How can you get 'Raiza the storm Monarch' on Yu-Gi-Oh World championship 2007?

Raiza isn't in 2007 but in 2008. If that's what you mean, you need to unlock the booster pack "Magma Eruption" by unlocking the World of Chaos in Duel World.
