Vicious circle of poverty developed by?

Circle of poverty basically means that when one person is in 'poverty' or no money then they have to obviously earn some. but in order the make a profit and make a living it means someone else will lose out and become poorer. So the whole thing starts again; Just one big Circle.

We can also say that when one person lives below the poverty line he will not be able to send his children to school. This leads to illiteracy. so he will also be poor and his children will also be poor. This leads to the circle of poverty.
