Haddow, Bullock, and Coppola (2008) discuss the difference between mitigation and preparedness in their book Introduction to Emergency Management 3rd edition by stating, "Preparedness deals with the functional aspects of emergency management, such as the response to and recovery from a disaster, whereas mitigation attempts to lessen these effects through predisaster actions, as simple as striving to create "disaster-resistant" communities" (p. 185).
