A snogg is widely used in Britain and the UK to mean 'a kiss'.
It is entirely at the digression of child's caregiver.
Personally, I embrace social greetings (handshake, peck on the cheek) for children as a sign of respect, but I would discourage children from kissing each other on the lips as a sign of affection.
