It means that someone with bad handwriting tried to write "incredulous", but the L got stuck to the following O, resulting in something that looks like a B. "Incredulous" means "unbelieving". E.g. "I told her the lie I had carefully constructed, but I could tell from the incredulous look on her face that I was getting nowhere."
