First, the individual is elected to parliament by the people, though the cannot specify that the individual is to be prime minister. Then as the leader of the largest party the person is put forward to be voted on by members of the parliament for the position of Prime Minister. So it is the parliament that actually elects the prime minister to their position. The head of state then usually officially gives them their seal of office.
